 Rule 01 – Field of the game                                                                                    

 

01 - Dimensions

The field of the game should be rectangular, and its length should not exceed 55 metres nor should be inferior to 45 metres, its maximum width should be 35 metres and the minimum 25 metres. The lenght should be always superior to the width. Goal Area and Penalty; the lines will be 08 metres within the field.

Height of the meta: 2,20 metres e 5,00 metres of width (measured in the internal part of the posts), with round posts of 10 centimetres of diameter, painted in white

 

02 – Marking the field

The field shoul be marked with very visible lines of 10 centimetres of wifth, which should follow the level of the field, the longer lines that limited the field are called lateral lines, e shorter lines are called background lines, in half if the field there will be a transversal line from side to side, called central line. The centre of the field will be marked by a very  visible point, exactly in the half i the central line. Two lines of 5 metres  will be teaced. They will be paralels and have the same distance of 5 metres from central line, one in each half of the field, in order that if a perpendicular in half of this line it will coincide with centre of the field, and they will be called lines of  kick off (as drawing in page 08).

 

03 – Goal and Penalty Area

From each extreme of the field, two perpendicular lines to the background line will be traced, from 5 metres of distance from each post of the goal area. These lines will be 8 metres within the field and will be linked in their extremities by a paralel line to the background line.

 

04 - Substitution Zone

It is located in front of  the representantive’s table, they are two paralel lines with 5 metres distance between each other (as drawing in page 08).

 

05 – Bench and the Table of  the Representative

The fields of the game should have benches of at least 5 metres, for each side, for the reserve players and  members of the technical team and they should also have a table with two chairsfor the representantative and delegate of the game.

 

06 – The Coach’s area

It should be located in front of the reserve players, and should be 50 centimetres

distant from the lateral line, extending itself from one side of the line if 5 metres and from e toher side until the possible limit of the field, always paralel to the lateral line (as in drawing in page 08)

 

 

 Rule 02 – The Ball                                                                                                   

 

01- The ball should be spherical and its wrapper of leather or other approved materials. It’s not allowed to use any material to make the ball, that can be of any risk to the players. Its circumference will not excede 69 centimetres e will have, al least, 65 centimetres. Its weight, in the begining of the game, will be 420 a 450 grammes. The pressure will be of 05 or 06  libras, its first kick, from a height of 2 metres should not be over 80 cm. In the categories FRALDA, PRÉ-MIRIM, MIRIM  the ball should have 64 to 66 centimetres of diameter. Its weight, in the begining of the game, will be 340 to 390 grammes. The pressure will be 08 libras.

 

02 – The ball should not be touched during the game unless with the authorization of the referee.

 

03 – Every host team should present at least 01 new ball or in conditions to be used in the game.

 

04 – If the ball bursts or deflates, during a match, the game should be interrupted, starting over by a kick off perfomed with a new ball, on the same place where the first ball burst or deflated.

 

05 – If one of the problems above occurs during an interruption of the game (out of  bounds, goal kick, corner kick, free kick, penalty or throw in) the match should be starte over with a change of the balls e continue normaly.

 

 

 Rule 03 – Number of Athletes                                                                                             

 

01 – The match will be disputed by two teams, each of them with seven players maximum, one of them will be a goalkeeper. It’s obligatory to start the game  with 07 athletes and during the game reduce the number of athletes until 05.

 

02 – Any of the athletes can swap positions with the goalkeeper, since the swap is done with the paralization the match.

 

NOTE: The number of substitutions is free, restricted to the 15 athletes registered in the list of the game, without any need to stop the game  to make the substitutions.

 

PENALTY: The match should not be interrupted because of a foul. The players involved will be warned immediately after the first moment the ball is out of game.

 

03 – When a goalkeeper needs to be substituted, the following precedure should be observed:

 

a) The referee should be informed of the substitution before it takes place;

b) The substitute will not enter the field before the player he is substituting leaves the field. The substitute will enter the field only after receveing a authorization sign from the referee;

c) The substuitute will enter the field during an interruption of the game, in the SUBSTITUTION AREA;

d) The athletes should enter and leave the field in the substitution zone.

 

04 – The other athletes that come back from disciplinary cards (yellow and blue) or after a contusion, should receive an order from the referee to come back to the game, even with the game in process. The in and out of the athletes in the above cases and in the case of substitutions, should be done in the substitution zone.

PENALTY: The player that breaks any rule will be warned by the referee and if the match is interrupted by the referee for the aplication of an advertence, should be started over by a free kick, carried out by a player of the opponent team, from the place where the  ball was in the moment the game was stopped. If the free kick is given to a team inside its own goal area, this could be carried out from any  point from the same goal area where the ball was in the moment of the paralization.

 

 

 Rule 04 – Athletes Uniforms                                                                                    

 

01 – A player will not be allowed to use anything that could be dangerous to the other players.

 

02 - The uniform of the athletes will consist of shirt of short sleeves or long sleeves, shorts, long socks, sneackers or shoes made from sailcloth, kid leather or soft leather, with sole and rubber covering on the sides. It’s prohibited the use of shirts without sleeves.

 

NOTE: The referee should inspect the sneackers of all the athletes before the game starts and every time that there is a substitution. The athletes should be certain that their equipment are according to to official rules.

 

03 – The goalkeeper will use a uniform with different colors from the other athletes. It’s allowed to the goalkeeper only, as protection, the use of training pants.

 

04 – The athletes will use, on the back of their shirts, numbers from 20 (twenty) to 30 (thirty) centimetres of heigth. It’s not allowed the repetition of numbers. It’s obligatory to use different colors from the colors of the shirt. The athletes can use any number.

 

05 – The referee can demand an athlete to remove any object that might be  dangerous to the other players. If this is not obeyed, the referee will prevent the participation of the athlete in question.

 

06 – The athlete should always wear the complete uniform correctly. The shirts should be inside the shorts and the socks up to the knees, as the rule determines. If this doesn’t happen, the player should be removed from the field and allowed back in the game only when the game is stopped, after the referee verifies the normal conditions of the uniform.

 

The uniform of the officials of the arbitration

 

01 – The referees will obligatorily use uniforms composed by: shirt of the color used by this Federation, short sleeves or long sleeves, shorts, socks and sneackers in black colour.

 

02 – When the colour of the shirt of the athletes is the same of the ones used by the referees, the latter should use shirts of different colours. The other parts of the uniform should be kept.

 

03 – The officials of arbitration will use a distinctive of the entities they belong to.

04 – The representative must use the uniform with the official shirt and the distinticve of  the entity they belong to.

 

 

 Rule 05 – Time of the Game                                                                                   

 

01 – The duration of a Football Society match is 50 minutes, divided by 2 periods of 25 minutes, with 10 minutes of interval between both periods, for the Youth, Principal and Veterans categories; for Kids/Youth, Youth and Women categories 40 minutes; for FRALDA, PRE-MIRIM E MIRIM the time of the game is 30 minutes. All categories will have two periods with equal time and 10 minutes of interval between the periods. All the other categories to be created should follow the Federation advice.

 

PARAGRAPH 1º: Any paralization for contusion reasons or any other reason, will have its time added in any of the periods, always under the arbitration’s criteria.

 

PARAGRAPH 2º: It will be allowed to the captain or the coach of a team ask for a period of time, for each period of the game. The captain should request  it to one of the referees and the coach to the representative of the game. This periodo of time will take place in the next  paralization of the game.. The time request  will last 01 minute, that should be added to the end of each period. About this time request, the teams have to get together at the penalty spot, from their side of the defense, and only the coach and the masseur registered in the summary will be allowed in the field.

 

NOTE: If the requests for time are not used , in the second half of the game they can be used in the prorrogation, when there is one. When the game is paralized due to a request of time, the  referee will inform the time of  the game, if he is requested to.The time of the game in either of the periods should be extended to the execution of a penalty. The interval between the two periods should not exceed 10 minutes. All the games must have an interval for the athletes to rest.

 

 

 Rule 06 – Begining the Game                                                                                             

 

01 - For the begining of the game,  the choice of the side of the field or the kick off will be chosen with a coin. The winner will chose the to begin the game or the side of the field he will prefer to defend first.The match will begin with the whistle of the referee. One of the players will kick the ball in the direction of the opposite fiel and the ball should be motionless in centre of the field. All the players should be in their defense field and the athletes of the opposite team that is starting the game should keep a distance of more than 5 metres from the ball. The game will begin only after the player touches it in direction of the opposite field. The player that gives the initial kick will not be allowed to touch the ball again before any other player does it.

 

a) After a goal is scored, the match will start the same way by an athlete from the team which has suffered the goal. There will be a punishment if the athlete from the team that socred the goal delays the match.

 

b) After the interval, to start the game again, the teams wil swap sides and the kick off will be given by an athlete from the oppsite team to the player that gave the kick off in the first half.

 

c) If the teams didn’t swap sides, in the moment the mistake is found out, the referee should stop the game. They will swap sides and continue the match and start the game with the ball in the centre of the field.

 

NOTE: The time will not be valid directly when of the kick off, in the begining of the first and second half, or after a goal is scored.

 

PENALTY: Reversion in goal kick.

 

02 - By any infraction of this rule, the starting will be repeated, except if the player that carried out the kick off  touches again the ball before another athlete. In the case of this infraction, a player of the opposite team will give a free kick from the point where the infraction ocurred as it will be considered a personal foul.

 

03 - After any temporary paralization for a motive not mentioned in this rule, since the ball has not gone beyond the borderlines of the field, the referee will start over the game from the point where the ball was in the moment of the paralization. The game will begin again as soon as the ball touches de ground.. If after starting over the game,  the ball goes out of field without being touched by any athlete, the move will be  repeated.

 

a) Not one player can touch the ball before it touches the ground. If this happens the move will be repeated.

 

b) If at the time of the starting over of the game,  an athlete commits an act of indiscipline, he must be warned, disqualified or expelled according to the infraction commited by him. The referee will start the game again, as the match had not yet started.

 

c) The kick off can only be executed by an athlete that is participating of the game.

 

 

 Rule 07 – Conditions of the Game or not                                                                

 

01 - The ball will be out of the game:

a) When it goes beyond, either by the ground or by the air, the borderline of the field.

b) When the game is interrupted by the referee.

c) When it touches the superior protection net.

 

02 - The ball will be always in the game in all the other ocasions from the begining until the end of the game, including in the following cases:

a) If the ball hits the goalpost;

b) If the ball hits the referee when he is inside the field.

c) While waiting for the referee’s decision in case of a infraction of the rules of the game.

 

NOTE: The lines that are marked on the field belong to their surface, as a consequence, the lateral and the background  lines belong to the field of the game. If the ball runs over the line will be in the game, being out when going completely beyond the lines of the game.

 

 

 Rule 08 – Goals Scored                                                                                           

 

01 - Apart from the exceptions antecipated in the game’s rules, a goal will be scored when the ball goes completely beyond the background line between the goalposts and the transversal bar. As long as it has not been intentivily carried, thrown or hit with the hand or arm by a player from the atack, except the goalkeeper when he is inside his own goal area or in penalty.

 

a) If a goal is not scored or if the teams have the same amount of goals, the match will be considered draw, but if one of the teams scores more goals it will be considered the winner of the game.

 

b) This rule defines the only way by which a game can be considered won or draw. There are no variations in this case.

 

c) A goal cannot be validated, in any case, if any strange element to the game prevents the ball from surpassing the line of the goal, and if this happens during the game, in excpetion to the kick of a penalty, the match will be interrupted and started over, in the same place where the strange element tocuhed the ball. In the case of a penalty, it has to be carried out again.

 

 

 Rule 09 – Infractions                                                                                               

 

01 - The transgressions subordinated to this rule are divided as the following:

- Technical Fouls

- Personal Fouls

- Disciplinary Fouls

 

►Technical Fouls

 

01 - It will be commiting a technical foul the athlete that:

 

a) Kick or try do kick his adversary;

b) Knock down an adversary or try to do it using the legs, crouching in front or behind him

c) Jump on or throw himself on the adversary;

d) Jolt the adversary from behind unless the he is obstructing a move;

e) Jolt the adversay in a violent or dangerous way;

f) Hit or try to hit the adversay;

g) Hold an adversary with the hand or prevent him from action with any part of the arm;

h) Push adversaries with hands or arms;

i) With the exception of the goalkeeper, being on the ground, obstructs the ball, holding it with the feet or avoinding its movimentation with his body;

j) When, without the possession the ball, obstruct intentivily na adversary, running  between him and the ball, or place his body in a way to be an impediment to the oponnent’s pretentions for the move.

k) Lift the feet to kick the ball with the heel and, without premeditating, hit the adversary that is near or threaten to hit him dangerously;

l) Kick with the of the feet when the adversary is near a move;

m) Lift the feet to kick.

 

PENALTY: Every technical infraction will be punished through a free kick in favor of the adversary team on the exact place where the infraction took place or on the penalty spot when the foul is commited inside the goal area of the team that did the infraction.

 

PUNISHMENT: Reversion of throw in to the benefit of the adversary team as near as possible from the point where the infraction took place, except  to kick a penalty.

 

PARAGRAPH 1st: HAND IN THE BALL: When the referees stop the ball due to ball in hand independetly of marking the technical foul, the athlete that commits the infraction should be punished with a disciplinary card.

 

PARÁGRAPH 2nd: THE SLIDING TACKLE: It is characterized when the athlete throws himself/herself in a sliding form, in the dispute of the ball with another athletes participation. It will be considered as a technical infraction and should be punished with a disciplinary card.

 

PARAGRAPH 3rd: PUNISHMENTS FOR THE INDIVIDUALS OF THE BENCH: For athletes, it will sum up technical and colective infraction; for technic comission, it will sum up collective infraction. Members of the bench will sum up collective up to the 7th foul.

The following  infractions, if they are from the athletes, will sum up only individual, they can also be charged of harder penalties. For the members of the technic comission the penalty will be expulsion. The infraction will only accounted when of the aplication of disciplinary cards.

 

PARAGRAPH 4th: SUBSTITUTION PROCEDURE AND SUBSTITUTION UNISHMENT: Every substitution should be done inside the substitution area. The athlete to be substituted should leave first, and after that his substitute will enter. Every substitution that is done out of the above procedure should be punished with disciplinary card in the following way: the athlete that gets out of the field  in the wrong place will be punished by disciplinary card and the team will be with one athlete less for 02 minutes. In the case of the athlete that enters, does it in an wrong way he will be punished with a disciplinary card and be immediately substituted by another player. It doesn’t exist the punishment of 02 munites for the player that is going to enter. The disciplinary cards to the athletes that will enter are the same of the ones used to the bench.

 

02 - Every technical infraction will sum up in summary individual colective soul.

 

 

Personal Fouls

 

01 - It will be commiting personal foul the athlete that:

a) Being a goalkeeper:

·         After a defense, gives more than three steps with the ball in  hands;

·         Throw the ball on the floor or to the air and get it again without the ball being touched by  any other athlete.

 

PUNISHMENT: A free kick will be shot at goal area point of the frontal direction of the infraction, in favor of the adversary team.

 

b) Touches the ball, being the player that is doing a throw in, corner kick or, of a goalkeeper, goal kick, a directo free throw before another athlete does it.

 

PUNISHMENT: Direct free throw in favor of the adversary team in the place where the infraction took place, except if inside of its own goal area.

 

c) Being a goalkeeper, throws the ball in the adversary goal area from his own goal area, without the ball touching the ground or any other athlete.

 

PUNISHMENT: reversion in favor of the adversary team.

 

d) When shooting a goal kick, throws the ball in the adversary goal area, without the ball touching the ground or any other athlete.

 

PUNISHMENT: Reversion in favor of the adversary team.

 

e) The goalkeeper will be able to receive the ball with the hands from his teammates only when thrwon witn the head or involuntarily. It will not be allowed to receive the ball with the hands from throws or any other type of infraction in his area.

 

PUNISHMENT: It will be written down un the summary the personal infraction of the athlete that was late and and a free kick will be shot in favor of the adversary team in the place where the athlete that commited the foul was. If it was inside the area, the free kick will be shot on the frontal area line closer to the point where the infraction ocurred. And if the infraction ocurred due to throw in or corner throw in, the referee will demand a reversion to the adversary.

 

f) Goalkeeper after defense – every reposition of the ball from the goalkeeper should be done in maximum 05 seconds.

 

PUNISHMENT: lateral in favor of the adversary in the direction of the area line.

 

02 - Every personal foul will sum up in the summary only as individual foul. It will not sum up as collective.
